Dear Chairs of Foreign Affairs, European Affairs, National Security and Defense
Committees of the EU member-states Parliaments!
Dear distinguished colleagues,
On February 24, 2022, Russia launched a war against Ukraine using ground
forces, aircraft, missile systems, shelling Ukrainian cities, and killing civilians,
including children. We could not even imagine that the price of our aspirations
would be so high when the inevitability of the course towards joining the EU and
NATO was declared in our Constitution.
We are grateful for the support of Ukraine's application for membership in
the European Parliament, but the current situation requires immediate and
effective further actions.
In this regard, we call for the following:
- Ukraine's membership bid should be addressed in accordance with a
special fast-track procedure. Historic challenges require historic decisions.
- Ukraine should be granted a candidate status already on the 11th March
of 2022 at the EU informal summit in Paris.
- The EU Commission is currently assessing Ukraine's application to join
the EU. This assessment should be prepared shortly and take into account the
work already done by the EU and Ukraine. Last year, Ukraine presented the
evaluation of the achievements of the Association Agreement based on
Copenhagen criteria.

- Ukrainian people give their lives shielding the European Union from
Russian aggression; they fight for freedom and democracy in Europe. Ukrainian
struggle will define the future of the European Union. The decision on Ukraine's
accession is crucial for European security.
- Ukraine's membership bid should be considered separately. There could
not be one-fit-for-all approach to Ukraine, Moldova, and Georgia.
On top of political support on its European integration track, Ukraine
urgently needs massive military reinforcement. As the unprecedented brutal war
waged by Russian Federation continues on the Ukrainian soil, we are allowing
ourselves to address you with specific military needs of Ukrainian Armed Forces
and Territorial Defense.
We are calling on your assistance to get the EU member-states'
governments to provide us with any of the following:
- Anti-missile systems and surface-to-air missile systems of long range,
man-portable air-defense systems. We need everything from SAM Patriots to
Stingers to create a no-fly zone by ourselves. - Military aviation (fighter jets and
strike aircrafts) in big numbers. Ukraine has pilots to fight, but we are
outnumbered in aircraft.
- Anti-tank guided missiles (e.g., Javelin, NLAW, etc).
- All artillery pieces that could be provided - MLRS, Mortars, self-
propelled artillery.
- Tanks, armored combat vehicles, infantry fighting vehicles.
- 152 mm shells.
- Bulletproof vests and helmets - up to 200K, military uniform.
- Fuel.
Ukraine is ready to buy all listed weaponry, but for that, we need all willing
countries to sell them to Ukraine.
We will be grateful for your feedback and direct engagement! We stand
ready to work with you on details of such assistance, we are in direct touch with
the Ministry of Defense of Ukraine and will be able to forward to them your
specific offers with indication - either military aid or payment (invoice) - along
NPA, Alm.del - 2021-22 - Bilag 11: Letter from Chairs - Rada Committees
with the list of weaponry and ammo with information of quantity and date of
production.
We are looking forward to you addressing these issues with your
governments and sincerely counting on full support of both, European aspriatons
of Ukraine, as well as military reinforcement needed for our efficient defense of
the country and Ukrainian people.
Taking this opportunity to once again express our gratitude for solidarity
with Ukraine in our struggle for democratic values of the entire civilized world.
